            The Board of Directors of Clark-Edgar Rural Water District, in our effort to assist rural residents in obtaining service to their homes, farms and businesses, has enacted a new program designed to help those families currently living in unserved areas.

            This program is designed to aid in funding private water main extensions to homes, farms, and businesses where a main extension is required by the Illinois Environmental Protection Agency for legal service. It is not available to anyone where rural water service could be obtained without a main extension.

            As with all private extensions, once the service is built, installed, and permitted, Clark-Edgar Rural Water District assumes ownership of all resulting infrastructure and is responsible for its operation, maintenance and repair. All other law, rules and responsibilities remain the same. Only one credit per customer (contract) for a maximum of up to $5,000 will be granted based on the Main Extension Assistance Program Guidelines

            All major extensions must be engineered, inspected and built according to law and accepted practices by a licensed, bonded, insured contractor. This is to be done by contacting Francis Associates, 330 N. Central Ave., Paris, Illinois, (217) 465-5306.

            The customer must agree to procure and provide Clark-Edgar Rural Water District all easement(s) as stated in the rules and regulations set forth by the District and in the Main Extension Assistance Program Guidelines. Every effort must be made to place infrastructure on private easement.

All contracts with previously paid deposits will be honored, the balance due will be paid to CERWD prior to construction. Otherwise, the customer agrees to pay $850.00 tap fee or the current tap fee. The customer also agrees to start utilizing the water service as soon as construction has been completed and all operating permits have been approved, and agrees to pay CERWD per the set rates.

           

The customer agrees to abide by all of the District’s rules and regulations.

            It is agreed that all contracts served through this program will remain in force for a minimum of 38 years. CERWD board of directors reserves the right to discontinue this agreement based upon unprecedented individual circumstances or at the District’s discretion based upon policy rules.

USER’S CONTRACT FOR MAIN EXTENSIONS

Your local officials are making efforts to develop a rural water system for the area. To determine the feasibility and the desire for such services, you are asked to make the following agreement:

I agree to pay Clark-Edgar Rural Water District, Paris, Illinois, a connection fee in the amount of $850 for a main extension.

I agree to become a customer of the system as soon a service is available to my property and to pay the monthly charges required by the rules, rates, and regulations to be adopted by the governing board of the District. In the event I breach this contract by refusing or failing without just cause to connect to the system, I agree to pay the minimum monthly charges for a length of time as determined by the Board, but not to exceed the term of the FmHA Loan. I agree to execute the District’s standard Permanent Water Main Easement granting them the right to place, construct, operate, repair, maintain, relocate, remove or abandon in place, water and distribution lines or other appurtenances of the system on my property to be served by this User’s Contract.

In the event the required number of users are not obtained or for some other reason the project cannot continue, the user fees will be used to pay organizational and other miscellaneous expenses and after all expenses are paid any remaining user fees will be pro-rated to each depositor. However, in the event the project proceeds but for some reason service can not be furnished to me, then at my request ALL money previously deposited by me will be refunded.
