EFFECTIVE IMMEDIATELY:  The CERWD office is now open to one customer at a time due to COVID-19.  Bill payment can be made on-line, at Casey State Bank or by using the dropbox.  Customers may still contact the office by phone.
Above all, we want you to know that we’re prepared and taking actions to help maintain the health and safety of our co-workers and facilities so we can continue providing you safe, reliable water. We are closely monitoring the COVID-19 situation.

Clark-Edgar Water District employees who personally interact with customers and members of the public are taking several precautionary actions, including social distancing. The recommendations they follow are consistent with federal public health guidelines from the Centers for Disease Control.


Beginning August 1, 2020 we will start charging late fees.  Shut offs will begin Sept. 26th!

Clark-Edgar Rural Water District serves rural areas of Clark and Edgar Counties in Illinois. Clark-Edgar Rural Water District (CERWD) was formed in 1990. The first Board of Directors meeting took place on May 31, 1990. Since then, CERWD serves over 2,900 with over 750 miles of line in the ground and continuing to expand. The Clark-Edgar Rural Water District Board of Directors is committed to serving customers and un-served customers in Clark and Edgar counties.

We have updated our billing software to web-based and now customers have the option to create a login for themselves to VIEW their billing information and access paperless billing only.  This is not a link to pay on-line!

FOIA Request Information:
The requestor(s) should clearly state that he or she is seeking information pursuant to the FOIA. Further the requestor should clearly describe the information being sought. The request should include full contact information for the requestor, including name, organization, mailing address, fax number, and daytime telephone number.
All requests are processed in the order in which they are received. Clark-Edgar Rural Water District will respond within five (5) working days of receipt of the request.
If a request is denied, the requester may request review within 60 days of denial of a request with the Illinois Attorney General's Public Access Counselor. A requester also has the right to file suit for injunctive or declaratory relief in the Circuit Court for Edgar County or for the county in which the requester resides, in accordance with the procedures set forth in Section 11 of FOIA.
Pursuant to 5 ILCS 140/6 of the FOIA, agencies "...may charge fees that are reasonably calculated to reimburse its actual cost for reproducing and certifying public records...". Clark-Edgar Rural Water District determined that $.10 per page is reasonable.
Fees may be waived or reduced under certain circumstances. In general, pursuant to 5 ILCS 140/6(b) of the FOIA, the waiver or reduction of fees will be granted when it is determined to be in the public interest to do so.
If the requested records are 50 pages, or less, the records will be copied and mailed to the requestor at no cost.
If the records requested exceed 50 pages, Clark-Edgar Rural Water District will notify the requestor that a copy fee will be incurred by the requestor at a rate of $.10 cents per page. The requestor will be informed of the dollar amount of the fee. The requestor will be asked to provide a money order, cashier's check or certified check for that dollar amount.
All fees must be paid in full before information will be released to requestor.
